Size chart refers to flat measurement on one side of the garment. Therefore, 18" = 36", 25" = 50', etc.  Dress does stretch, so keep that in mind when determining sizing. We have found that if you typically wear a Large, you'll want the size large in this dress. If you want the dress to be more fitted, you can size down.
